I suspect Gov will " mark up the price just like selling a discount shoes for an example .... from supplier shoe cost 100 bucks I MARK up to 500 bucks than I say got Discount aka " rebates " give 100 bucks aka discount " rebates " in the end I still profit 200 bucks minus the initial payment to supplier for the shoe at origin cost price of 100 bucks.
